Ontario has successfully implemented its policy to put an end to coal use by the end of 2014. The coal phaseout in Ontario has become “the single largest GHG reduction measure in North America”.
The electricity system in Turkey faces three challenges. First, demand for electricity is growing as economic growth brings increased energy usage. Second, as the electricity supply expands to keep pace with demand there is the need to ensure that electricity prices remain affordable.
This paper focuses on how to undertake energy subsidy reform in light of country experiences. The paper reviews the challenges arising from energy subsidies, emphasizing their fiscal costs, adverse macroeconomic and environmental impacts, and the regressive distribution of subsidy benefits.
