The GHG Protocol is working to give cities, which are responsible for more than 70 percent of global energy-related carbon dioxide emissions, the standards and tools they need to measure their emissions, build more effective emissions reduction strategies, set measurable and more ambitious emission reduction goals, and track their progress more accurately and comprehensively.
 
This report introduces the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC), which offers a robust and clear framework that builds on existing methodologies for calculating and reporting city-wide GHG emissions. The report is divided into three main parts:
  • Part 1 introduces the GPC reporting and accounting principles, sets out how to define the inventory boundary, specifies reporting requirements, and offers a sample reporting template.
  • Part 2 provides overarching and sector-specific accounting and reporting guidance for sourcing data and calculating emissions, including calculation methods and equations. It specifies the principles and rules for compiling a city-wide GHG emissions inventory. 
  • Part 3 shows how inventories can be used as the basis for goal setting and performance tracking. It provides guidance on setting a mitigation goal and tracking emissions over time and recalculating emissions.
