This case study estimates the amount of rent generated by minerals and fisheries in Namibia and analyses the success of the government in recovering this rent for the good of the people. From an economic perspective, sustainable and equitable management of these resources requires that resource rent be recovered by the government through appropriate taxes. The report's findings indicate that while the resource rents generated by mining have been captured through taxes, the rents generated by fisheries are not yet fully captured by the fishing quota levies.

This report addresses the issue of sustainable development in Namibia, an economy dependent on mineral resources. While mineral wealth can provide countries with an opportunity for economic development, resource abundance does not necessarily lead to economic prosperity. In Namibia, the mining sector is critical to the economy and mineral assets form a major source of national wealth. However, the national accounts give a distorted picture of economic health because they record the contribution of mining to GDP but not to the simultaneous depletion of mineral wealth.

Wealth Accounting and the Valuation of Ecosystem Services (WAVES)
This case study quantifies the major physical and monetary trends in resource stocks for five major minerals in Botswana as well as provides estimates of the rent generated and the national mineral wealth and depletion. While Botswana has thus far successfully converted mineral rents to fiscal revenues and invested them in education, health care, and other forms of assets, the study finds that the peak of the economic contribution of minerals appears to have passed and the economic importance of minerals is likely to decline in future. It is, therefore, important to recognize that economic diversification and policy changes will be required in response to these changing circumstances.

Valuation of Oil and Gas Reserves in the Netherlands

This working paper details the results for both the total value of Dutch oil and gas reserves and the government appropriation of the resource rent from extraction. This is part of a larger effort by Eurostat to conduct valuations on sub-soil assets as part of their work to develop environmental accounts linked to national accounts. The methods and data presented in this paper can support both researchers and compilers of accounts for subsoil assets.
