The Energiesprong programme in the Netherlands aims to make a substantial contribution to the conditions under which the Dutch energy transition can be achieved effectively. The mission of the Energiesprong programme is to contribute to the creation of appropriate market conditions for a large scale demand and supply of energy efficiency buildings. Overall target and achievement are at reducing the energy consumption of buildings by facilitating a large scale implementation of nearly zero energy buildings. It has some specific types of policies such as demonstration projects, information tools for investors and users, and Innovation Network Programme which are concentrating on residential sectors.
This research from the Energy Efficiency Watch 3 project informs on the progress of EU Member States with regards to energy efficiency policies. The core objective of EEW3 is to establish a constant feedback loop on the implementation of European and national energy efficiency policies and thus enable mutual learning on effective policy making across the EU. It compiles 28 country reports, provides strategic conclusions for more effective policies and presents 10 case studies of well-established policy packages and a Feedback Loop Report. It thereby intends to improve the implementation of European energy efficiency policies on the energy demand side.
The German state-owned Bank for Reconstruction (Germ.: Kreditanstalt für Wiederaufbau, KfW) manages two programmes to improve the energy efficiency of German residential buildings through the “energy efficiency programme – energy-efficient construction and refurbishment”.
The goal of Sustainable Public Procurement (SPP) of Nether land is to ensure that public procurers, despite working under tight budget constraints, consider the lifecycle costs and not only the purchase price of products and services. No quantitative targets were set.
Slovak Energy Efficiency and Renewable Energy Finance Facility (SlovSEFF) intends to channel financing to sustainable energy projects reducing GHG emissions.
The overall aim of the Large Industry Energy Network (LIEN) is to support companies to build up or to further improve an energy management system and to achieve ISO 50001 certification.
