Introduction

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

The Green Growth Knowledge Platform (GGKP) is hosted by UN Environment, in partnership with the Global Green Growth Institute (GGGI). These organizations serve as the joint host of the GGKP Secretariat (www.greengrowthknowledge.org) on behalf of the GGKP founding organizations (UN Environment, GGGI, the Organization for Economic Co-operation and Development, and the World Bank). The GGKP is a global network of over 58 international organizations, research institutes, and think tanks focused on promoting a green economy transition by:

  • identifying major knowledge gaps in green growth theory and practice and addressing these gaps through the promotion of collaboration and coordinated research; and
  • using world-class knowledge management and communication tools to provide practitioners, policymakers, and other experts with opportunities to access, share, and utilize green growth policy analysis, guidance, information, and data.

The GGKP aims to achieve these objectives, in part, through collaborative working groups, which bring one senior-level representative each from key institutions working on green growth together with external experts. GGKP’s expert working groups are mandated to identify gaps in green growth knowledge and data and to collaborate in filling those gaps by stimulating a broader research agenda.

A consultant is sought to provide substantive and programmatic support to the GGKP research programme and, particularly, the Gender Expert Working Group. This will include research into and assessment of effective approaches to the green growth and gender nexus, methods, data and tools as well as institutions and experts active in green growth and gender research, policy, and finance.

 

Objectives/Purpose of the Assignment

GGGI seeks to recruit a Specialist in collaboration with the GGKP Secretariat seek a Senior Consultant for the GGKP Expert Group to provide support in the implementation of the five components of the GGKP Gender Expert Group Program, i.e.:

  • Component 1: Establishment of the GGKP Gender Expert Group to identify research, data, and methodology gaps at the frontier of gender equality and economic development policy. 
  • Component 2: Supporting knowledge sharing through the creation of a knowledge base, including knowledge products, such as e-learning, case studies, best practices, tools, and training materials, which support gender equality in economic development and women's leadership and entrepreneurship in renewable energy.
  • Component 3: Creating a global community of practice dedicated to raising the profile of gender as it relates to the SDGs, Paris Agreement and economic development
  • Component 4: A needs assessment across the network of international organizations, national institutions, experts and civil society to identify potential high-impact areas for further engagement.
  • Component 5: Support the development of case studies and analysis to enhance gender sensitivity in green economy national strategies, frameworks and priorities in the Asia Pacific region. 

 

Ultimate result of services

The GGKP Gender Expert Working Group, will be successfully established to add value within the global ecosystem of green growth, climate change and gender initiatives. It will have identified existing knowledge gaps in the area, compiled existing knowledge and approaches within the GGKP partner networks, and advanced research and outreach in the area of gender and green growth.

The Specialist will report directly to the GGGI Head of Climate Action and Inclusive Development and work in close collaboration with the GGKP Gender Expert Group Officer, Gender Working Group Members and the GGKP Secretariat. 

 

Scope of Work

  1. Analyze the global “eco-system” of gender – green growth initiatives and support to GGKP Expert Working Group to identify its niche, value add and engagements with related groups and networks and Propose a Strategy for the GGKP Gender expert Group based on best practice for multi-institutional networks to ensure the effective engagements and productive processes for knowledge generation, outreach and capacity with the aim to achieve the group’s goal of producing meaningful resources that can enhance gender approaches in green growth for organizations and policy makers.

    - Deliverable 1: A presentation delivered to  the working group (MS PowerPoint and verbally) of Opportunities and Value Added for the GGKP Gender Expert Group with Recommendations developed and delivered
    - Deliverable 2: A strategy and workplan for the Gender Expert Group developed with close participation of Expert Group Chairs and members 
     
  2. Conduct a needs assessment among stakeholders and a needs assessment across the network of international organizations, national institutions, experts and civil society to identify potential high-impact areas for research and further engagement. 

    - Deliverable 3: Methodology developed for needs assessment, which is carried out and assessment report written
    - Deliverable 4: Proposal for further Expert Group engagements developed
     

  3. Conduct research on gender and green growth in line with the needs assessment, including the generation of case studies of good practices. 

    - Deliverable 5: Case studies developed in collaboration with the Expert Group Chairs and members. A Technical Report of minimum 30 pages to have international publishable quality in English.
     

  4. Facilitate the regular engagements of the Expert Group to maximize engagements and knowledge sharing, which may include facilitation of workshops and knowledge events with internal and external participants;

    - Deliverable 6: Notes and reports generated from meetings and workshops 
     

  5. Supporting the groups outreach and engagements with other networks and at key events to ensure knowledge dissemination more widely, and visibility for the Expert Group’s work through communications and representation;

    - Deliverable 7: Communication plan for engagement of the expert group with key stakeholders and dissemination of knowledge product developed in collaboration with Expert group Chairs and members
     

  6. Support donor reporting through documentation of work processes and outputs delivery.

    - Deliverable 8: Contributions made to donor reports

The Specialist reports to GGGI Caribbean Program Lead. This is deliverable based contract, the Specialist will be responsible for the development and submission of the following deliverables:

Qualifications/Experience/Expertise

Academic qualifications:

  • Advanced degree (MSc or PhD) sustainable development, climate change, environmental economics, social sciences, or related fields is required;

Experience:

  • Senior level experience in international development, particularly gender, social inclusion, poverty eradication and green growth/climate change nexus;
  • Excellent understanding of the Gender and Green Growth/Climate Change eco-system, though hands on experience with strategic coordination of multi-institutional networks;
  • Demonstrated research and knowledge management experience;
  • Demonstrated ability to facilitate and coordinate complex multi-institutional processes
  • Excellent communication skills in English required (verbal and written)
