Addressing the drivers of deforestation and land use change in Colombia’s Orinoquia region requires an integrated landscape management approach that builds on climate smart development of the regions’ forest, agricultural, water and ecosystem resources. To support this goal, the Colombia Orinoquia Sustainable Integrated Landscape Program will focus on promoting a conducive business environment for sustainable agriculture practices and production systems by strengthening institutional capacities—at the national, regional and local levels—to plan, implement and monitor integrated landscape management. The program, led by the Ministry of Agriculture in close coordination with the Ministry of Environment, will support multi-stakeholder dialogues within priority supply chains (most likely, cattle, palm, and forestry) to define best practices, performance standards and marketing strategies that contribute to the sustainable, competitive development of these sectors.

To support the Orinoquia Integrated Landscape Program, Contributors have pledged upfront funding to support enhancements to the enabling environment which will result in emissions reductions that can be purchased with results-based finance. The will be deployed in three phases: Preparation Phase; Technical Assistance Phase; Emission Reduction Phase.  

Preparation Activities will finance key studies that will contribute to the preparation of the overall program. Three studies are being commissioned: (i) Understanding current and future drivers, agents and underlying causes of land conversion and deforestation, and assessing possible MRV systems for integrated landscape accounting; (ii) Reviewing institutional roles and capacities for integrated landscape management, and recommendations; and (iii) Assessing potential opportunities for public and private financing of climate-smart investments.

The overall outcome of the Technical Assistance phase is a strengthened framework for integrated landscape management at the regulatory, institutional and the private sector levels. During this phase, efforts will be made to define financial streams from private and public sectors that will support the implementation of a low-carbon landscape activities in the Orinoquia region that will generate the emission reductions for purchase with results-based finance.



The Colombia Orinoquia Sustainable Integrated Landscape Program is part of The BioCarbon Fund Initiative for Sustainable Forest Landscapes (ISFL) is a multilateral fund, supported by donor governments and managed by the World Bank. It promotes reducing greenhouse gas emissions from the land sector, from deforestation and forest degradation in developing countries (REDD+).
