Mathilde Clément is deputy head of the economic evaluation and taxation unit, at the Department of the Commissioner-General for Sustainable Development of the French Ministry for ecological and inclusive transition. She holds a master degrees in statistics and economics and worked previously for the French National Institute of Statistics and Economic Studies (INSEE) in France. Since 2015, she has been working for the French Ministry for ecological and inclusive transition, in the economic evaluation and taxation unit, as head of the “households’ team”, which is in charge of economic evaluations of green taxation public measures on households. This team studies notably energy taxation and its impacts on households’ energy bills and energy consumption behaviours. The team has developed a microsimulation model, named Prometheus. This model is built on two main survey datasets: the national housing survey and the national transportation survey. The model allows to study social effects of energy taxes, considering the disparity of situations among households in terms of revenues, localisation, energy use, etc. The objective of these evaluation works is to help designing taxation measures and conceiving accompanying solutions to mitigate financial impacts on most exposed households, in order to increase the social acceptability of green taxation and energy transition.
