A series of country studies on green fiscal policy reforms have been undertaken in Ghana, Kenya, Mauritius and Mozambique. The studies were commissioned by the United Nations Environment Programme (UNEP) as part of its fiscal policy work stream and were undertaken in partnership with international and national research institutes.
The studies examine current fiscal policies in each country, assess the potential fiscal space for green investment in key sectors and provide policy options to governments on fiscal policy reforms that can promote an inclusive green economy. The studies also analyze distributional impacts of proposed policy options, such as introducing a carbon tax, to inform governments of the full implications of certain fiscal reforms. In so doing, the studies seek to contribute to existing knowledge about good practices in accelerating the green economy transformation and aim to stimulate discussion at national and international levels on green fiscal policy reforms.
The final studies will be published in the coming months. These summaries set out the key messages of each study.
